The West Covina Service Group (WCSG) provides Computer Aided Dispatch (CAD), Records Management Software (RMS), and Mobile Digital Computer (MDC) solutions. Software is written and maintained in house by WCSG Software Developers. The majority of clients are "hosted", meaning all necessary hardware and software is housed and maintained by WCSG staff at the West Covina Police Department. The Application Service Provider (ASP) business model used by WCSG provides a very cost effective and simplified approach to providing software solutions. Non-hosted systems are also available.

The West Covina Police Department started developing Records Management, Computer-Aided Dispatch, and networking systems over 20 years ago. As time progressed, so did our software. The West Covina Service Group developed after the West Covina Police Department and several of our customer locations broke away from the all too often unstable software companies offering Police, Fire, and/or Computer-Aided Dispatch Systems. The unreliability in the industry prompted the City of West Covina to establish the West Covina Service Group as a dependable, cost effective alternative for public safety. The West Covina Service Group is a division of the West Covina Police Department. The City of West Covina established the WCSG as an Enterprise Fund in 1995. WCSG client revenue is paid directly into the Enterprise Fund. WCSG operates on its own separate budget with all operating costs paid out of the Enterprise Fund. There is no impact on the City’s General Fund.

The West Covina Service Group is a revenue generating enterprise of the West Covina Police Department with the full support of the City of West Covina and West Covina City Council.

It’s as simple as it sounds. The West Covina Service Group exists to help its member agencies. New software designs are integrated into each agencies systems with the assistance of our highly skilled technical staff. Most are done without your staff having to do much more than learn the new features. System software designs are done through a committee process, allowing all agencies to have input, regardless of their size. Custom designed software and third-party integration is also available.
